Dr. Albert Francis E. Domingo is a champion of the Kalusugan Pangkalahatan/Universal Health Care (KP/UHC) strategy of the Philippines’ Department of Health (DOH) with background in medicine, molecular biology, and the study of law. He serves as the USAID’s UPecon-Health Policy Development Program (HPDP) Team Manager for Monitoring of KP/UHC Implementation and the Interim Support Group, drawing from policy studies, data analyses, and operations monitoring of HPDP to provide real-time and actionable information as well as technical advice to top management of the DOH, including the Secretary of Health. Prior to this, he worked as technical coordinator for the Health Sector Reform Agenda Monograph series of the DOH, where he worked for its revival. He started his career in public health/health policy at HPDP as a Health Policy Fellow assigned to the Bureau of Local Health Development of the DOH, providing policy inputs to the Province-wide Investment Plan for Health (PIPH) and other local health system development-related policies.
10/2012 – present: Team Manager, Monitoring of KP/UHC Implementation / Interim Support Group
Draws from the policy studies, data analyses, and operations monitoring of HPDP to provide real-time and actionable information to top management of the DOH. Provides technical assistance to the Office of the Secretary of Health (OSEC) by helping validate information, data, and statistics received by DOH top management. Assists in ensuring that the data, figures, and statistics contained in presentations and communications by the Secretary of Health are accurate, in addition to providing advice/recommendations with respect to KP/UHC, performance monitoring, and policy communications and advocacy.
10/2010 – 09/2012: Consultant on Kalusugan Pangkalahatan/Universal Health Care
Supported the analysis and preparation of key policy issuances relevant to UHC/KP, such as AO 2010-0036 and DO 2011-0188 among others. Presented the overall strategy of the Aquino Health Agenda-UHC/KP and selected policy issuances to various audiences within the DOH (e.g., DOH Execom, technical/line staff of DOH bureaus/units such as the National Epidemiology Center). Presented the KP strategy to Cabinet Secretaries and technical staff from other agencies such the Department of Budget and Management, Department of Finance, Presidential Communications Development and Strategic Planning Office, and Presidential Management Staff. Accompanied the Secretary of Health with other heads of departments/cabinet secretaries in meetings on UHC/KP. Regularly reported to the Secretary of Health and selected members of the DOH Execom on the UHC/KP costing and financing model.
10/2009 – 09/2010: Consultant on the Health Sector Reform Monograph Series
Supervised the formulation of the publication guidelines for the revived Health Sector Reform Monograph Series. Supervised a publications manager and coordinated with the relevant DOH Undersecretary and Bureau (Health Policy Development and Planning Bureau – Research Division).

Health Policy Fellow assigned to the DOH Bureau of Local Health Development (BLHD). Provided policy work assistance to the Province-wide Investment Plan for Health (PIPH) and other Local Health System Development-related policies.
